just remember he is shooting at an angle — firstly it means the round has to go through more iron, secondly the round is coming out at the BASE of the hydrant, which is a lot thicker iron than the body.
If you hid behind this when a sniper was sniping at you from a level angle, the bullet would be in your stomach.
